Chenghuang

The Chenghuang system is Chinese cosmological bureaucracy at its most literal: just as the empire divided its territory into administrative jurisdictions each governed by an appointed magistrate, the spirit world was understood to mirror this structure exactly, with each city or district possessing its own City God responsible for that locality's spiritual affairs — processing the recently deceased, protecting the city from disaster and disease, and functioning as a local court of appeal for grievances the earthly magistracy had failed to resolve.

Unusually among major deity categories, individual Chenghuang postings were often filled not by a single fixed mythological figure but by the deified spirit of a specific, named historical official or worthy who had served that locality well in life — meaning a given city's City God is often a real, identifiable historical person, distinct from the City God worshipped in the next city over, even though both hold the identical cosmic office. Newly deceased souls were traditionally believed to report first to their local Chenghuang temple for initial processing before continuing on toward the broader underworld judicial system administered by the ten courts — making the City God temple, in traditional practice, the first stop in a soul's posthumous journey, and a site where living relatives could petition on a recently deceased family member's behalf during this critical initial transition.
